Yes but if you don't have access to this then it is probable  that you will
not have the rights to install and remove programs and so you will need to
get your admen department to do this for you any way.

I think the suggestion has more merit than one might think.  This is 
because not all users have access to the Add/Remove feature of Windows.  
Those who work in large organizations with serious security concerns 
(sometimes over-concerned) do not have access to Add/Remove.  That 
feature is available only to certain members of IS with fairly high 
security rights.
I cannot tell you how many times I've been frustrated by not having 
access to Add/Remove.  I concede that this is perhaps more a problem of 
administration within my own organization, but that's a solid brick wall.
At least it is a factor which makes the suggestion worth considering.
