This might have to do with the language bar. We have run into this on some computers at work where they were configured for input in many foreign languages. Looking at the Regional and Language Settings, it appears that ctrl-shift may be a modifier. I didn't see anything about the right keys vs. the left ones. My issue is that if I hit ctrl-shift-T, the PC goes into Hebrew mode (right-to-left instead of left-to-right). This is happening in Microsoft rich edit writable controls in Notepad, Wordpad and Outlook Express. This is Windows XP and WE 7.10.
