Hi! no, you did not understand it completely.
wineyes.000 takes only effect, when there are no other setfiles for the application you are in. So e.g. if you are in outlook express the wineyes.000 set file will not change anything there, because it has its own setfile. So if you want to change things globaly, you either would have to change the setting in each file and save it emedeately.
