Well,
 
this directory works differently under vista and 7, and so to catch and
force applications to use the special folders API (or the environment
variable as Raul pointed out), they introduced the concept that no ordinary
user account would have access to this directory.
 
If you check out the mapping of the environment variable %appData%, on my
account it maps to:
 
C:\Users\Chip Orange\AppData\Roaming
 
and so you can see it's not just the appData directory that you see.
 
What they seem to have done is divided it into 3 new app dirs, one for those
on a network who have roaming profiles, one for items which should not be
included in the roaming profile (your local temp files for instance aren't
included because it doesn't make sense, but I don't know what they aren't
including in this new arrangement), and a third that also aren't included in
roaming profiles (files which move from one pc to another as you login at
different pcs).

I wanted to access the folder c:\users\don\appdata\... but I'm told by my
o/s I do not have privilidges.  I am an administrator.  What else is there
to check that will allow me access to my folders, regardless of how
dangerous MS may think it would be?  Grin.
