It is possible that there is nothing you can do within the Adobe reader.  
However check the reading order in the preferences menu.  Sometimes, if you use 
"Infer reading order from document," tables will be created as tables and the 
INSERT along with arrows will work.  This depends on how the PDF document 
is created, though.  As Joe has already stated, the mouse can't work on PDF 
documents because Windows sees the text as pictures of pages rather than 
characters.  This is because of how Adobe displays their documents.  Adobe 
wants to make the document look as much like the original as possible 
regardless of which platform is being used, Windows, Linux, Mac, etc.  
Therefore, Adobe does not use Windows to display characters, but generates 
characters and fonts within the Acrobat Reader and presents Windows with an 
image of the page.  

If you need to access the same type of document a lot and you can't get Adobe 
Acrobat Reader to do what you need, there are a couple of options you 
can consider.  There are some products such as the Nuance PDF Converter that 
attemps to convert to Word and preserve the formatting.  Tables are 
sometimes recognized and preserved even though Acrobat Reader does not have 
them.  Sometimes, though, it has been my experience that such products 
make tables out of everything, too, so there are no guarantees.  You might also 
try to talk to those who are creating the document.  Maybe you can get the 
document before it is in the PDF format.  Many PDF documents actually start in 
Word.  It is possible that the data you need is in a table format in the source 
document.
