HI. I am experiencing the same behavior. I have set the screen and
keyboard punctuation levels the way I like. Basically everything except
space on for the keyboard and the screen to almost nothing. I have
ensured in all cases that the scope was global.
Every so often, particularly when going into thunderbird, it reverts to
all punctuation.

this is we 7.5 beta 1 on a windows7 ultimate 32 bit. While I don't
imagine the synthe matters, I am using a trippletalk pci as my main
synthe with software speech as a backup.
Can not seem to reproduce consistantly but it seems to be a random event.
