I can confirm this behavior. It happens from time to time, but was also there with WE 7.2 and Outlook 2010

Normally the recommended setting when using a screen reader is to set it to off but there seems to be a focus issue when set that way. When using Outlook 2010 and reading mails it seems like the behaviour varies depending on the type of e-mail format being read. If a text e-mail then immediately after pressing the <enter> button to read the e-mail then one can arrow down the message to read it. If a simple html format e-mail then after the <enter> nothing can be read using the arrow keys. An <alt><tab> Out and back in then the e-mail can be read.
