I can confirm this behavior. It happens from time to time, but was also
there with WE 7.2 and Outlook 2010

I've definitely seen this issue and a work around for now is to set the
display of the reading pane to bottom.  Normally the recommended setting
when using a screen reader is to set it to off but there seems to be a focus
issue when set that way.  Use alt vpn to set the reading pane to bottom and
you can remedy this for now.

WE 7.5 b1.

When using Outlook 2010 and reading mails it seems like the behaviour varies
depending on the type of e-mail format being read.
If a text e-mail then immediately after pressing the <enter> button to read
the e-mail then one can arrow down the message to read it.
If a simple html format e-mail then after the <enter> nothing can be read
using the arrow keys. An <alt><tab> Out and back in then the e-mail can be
read.
