Screen Voice was a misnomer. It didn't really turn off the screen voice at all. What it did was silence speech for speak windows. So we got rid of it. Now, if you truly want to turn the voice off, you can do so using the Voice option under General -> Core Functions. This really does what it says: turns the voice on and off. Note that there is no global setting. That too was done on purpose. This keeps one from accidentally disabling voice everywhere. Instead, it can be turned off on a per program basis.
