The on/off option for the screen voice was misleading. The setting
actually controls whether or not speak windows are voiced. As such, you
can adjust the setting by first enabling advanced options under the Help
menu, and then go to the User Windows/Miscellaneous node of the
Window-Eyes settings tree. The option is just now called "Speak Windows"
and is an on/off toggle.
