As Jeff mentioned, these utilities are no longer provided, as they're no
longer needed. Set files are now human-readable XML files. There's no
need to convert them from or to some proprietary binary format, and can
be edited with your favorite text editor. That being said, with the
addition of a global option for almost every setting, there's really no
need to edit them manually.
