Nope. But this would only be an issue on a fresh install. Upgrades will retain their previous settings. For fresh installs, you have the Quick Start Wizard which lets you quickly set up common tweaks right out of the gate without having to hunt down every option.

    As Jeff mentioned, these utilities are no longer provided, as
    they're no longer needed. Set files are now human-readable XML
    files. There's no need to convert them from or to some proprietary
    binary format, and can be edited with your favorite text editor.
    That being said, with the addition of a global option for almost
    every setting, there's really no need to edit them manually.
