Suppose you have a set of voice parameters you like to have take effect with 
each new wineyes install. I myself like my screen, keyboard and mouse voices to 
have specific parameters, and tabbing through a whole bunch of settings all the 
time certainly is not as efficient as applying them all at once, such as you 
could do with text to set.
Can we still do that, if text to set is no longer around? Apply a specific set 
of parameters to all set files?

  As Jeff mentioned, these utilities are no longer provided, as they're no 
longer needed. Set files are now human-readable XML files. There's no need to 
convert them from or to some proprietary binary format, and can be edited with 
your favorite text editor. That being said, with the addition of a global 
option for almost every setting, there's really no need to edit them manually.
