Sandy, If this doesn't solve your problem, try the following:
Run the spellchecker and make sure it stops on a misspelled word. Now press Control-Insert-C to detect the cursor. If it says "Cursor found," then your arrow keys should work. I have had this problem in the past with Outlook 2010. I hope this helps.
