This is a good suggestion but doesn't address the initial question. It's most likely that an Intel graphic adapter is being used and causing the screen to be turned sideways when control-alt-arrows are used. So the hot keys for the Intel graphic adapter need to be disabled. First though a quick press of Control-Alt-Up should right the screen again for sighted users to not have to give themselves neck pain while using the computer. To disable the hot keys, go to the Intel graphic control icon in the system notification area Windows-B and then arrowing to Intel, pressing the context menu key and arrowing to options, then to hot keys and then enter on disable. You can also disable them by pressing Control-Alt-F12 and opening the Intel graphic control panel and tabbing around 7 or 8 times to reach the hot keys disable check box. Press space on it to toggle it and then press Enter on the ok button.
