Dave,

To clarify, this is not a security hole--just a bug in UIA itself. Any programs which rely exclusively on UIA, such as IE 9, Visual Studio 2010, the Windows Server 2008 management tools, etc will no longer speak. Components like the Control Panel and Windows Explorer inside Windows 7 will continue to work regardless of the EnableUIA flag.

Chris is correct that this is a bug in UIA which Microsoft has confirmed but, as of now, have not fixed. The symptoms you describe can occur under any flavor of Windows for which UIA is supported-- including XP. To solve it:
1.  Open Window-Eyes with Control-Backslash.
2.  Press Alt-F, E to open your profile folder.
3.  From there, open wineyes.ini.
4.  Look for the line which reads
EnableUIA=1
and change it to
EnableUIA=0
5.  Save the file.
6.  Restart Window-Eyes.

I know this is a major problem in Windows 7 thanks to bugs in the UIA
(UI Automation) implementation. Simply telling Window-Eyes not to
