Assuming your speech synthesizer is a software one, the first thing you 
want to check is whether or not anything else will play
Try playing a mp3 file, rebotting the computer, entering a nonworking 
command which normally issues a sound, or anything like that to see if 
your soundcard is muted.
Assuming that you otherwise have sound, then the problem lies somewhere 
either with Window-Eyes itself or the synthesizer being used.
Sometimes, a software synthesizer shown on the system may not actually 
speak for a number of reasons.
