Jeb, This is a scanned image file. There is no text for Window-Eyes to grab which is why it's saying empty document. It will look normal to someone who is sighted as it is a picture of the document which is how Window-Eyes sees it.
You need an OCR program such as Kurzweil 1000 or Open Bookk to convert the document. There may be other OCR programs that I'm not familiar with but this should get you started. I've Used Kurzweil 1000 to convert one of these documents before and it does work.
