I've noticed this behavior for quite some time and it don't have any adverse
affect. If you were to hit shift tab once, then hit tab once again, it more
than likely would say desktop, or the file highlighted. This what happens on
my laptop running vista.

This problem has been around for quite some time under a number of WE
versions. Apart from saying Program Manager rather than Desktop, it does
not seem to cause any problems, on my system anyway.
Whether it is a WE or W7 bug, I don't know.
