The 70 mb file is a full install that's required for Windows 8 and the
smaller file is an upgrade for an existing copy of Window-Eyes on any
other OS.

Looks like you downloaded the beta for Windows 8 and not your beta
upgrade.
Your beta upgrade should be around 40mb and the full installer for
Windows
8 should be 70ish mb.
