This is the case for me too as I wrote in an earlier message. Placemarkers
don't quite work as expected. If you press K it will take you to the
placemarker and, if it's a link and you press enter, that link will
activate. But if you try to tab around the location of the placemarker, it
doesn't work; instead you're still at the top of the page.

I think there is a problem with the bookmarks.
I have found this problem when reading a message in my Gmail account.
In order to reproduce this, do the following, if you have a Gmail account:
1. log into your Gmail account and go to your inbox.
2. Open the link to one of your messages.
3. Set a book at the "show original" link.
4. Go back to the top of the page and press the letter k to find that
bookmark.
5. Press Shift-Tab.
6. Notice that you are not taken to the Delete link, which should be
the prior link in the tab sequence.
