Regarding your what if question? Well, I've never seen this anywhere
else but in this window. Radio buttons work fine everywhere else. And
customizing internet security settings isn't exactly something folks are
dealing with on a daily basis.
I took a look at the active and focused windows with scripting and found
no radio buttons or custom controls; the latter of which could be a
variant of a radio button control. The focused window is a standard tree
view. And it has no children, which is what an actual radio button group
would be. And when I print the focused control text of the tree view I
get exactly what I'm on.
But that's not to say that Microsoft didn't make it look like a group of
radio buttons for the typical mouse user. So perhaps NVDA made it work
like what it looks like instead of what it actually is.
And I don't understand your comments about the controls not being
spoken. They are being spoken. They only require a press of the space
bar in addition to the cursoring you would do with a radio button group.
And you hear the change between on and off. So, as I said previously, I
see this as a cleanup rather than a problem. Now I'm only dealing with
on/off controls instead of on/off with a check box that seems out of
context.
But yes, given the layout it does seem like they should be radio
buttons. But GW has always leaned toward giving us what is actually
there instead of writing endless workarounds to solve the programming
inconsistencies of others, which typically ups the odds of problems
arising from such workarounds as well as making the screen-reader more
bloated.

curiosity's sake, I launched NVDA on that page. NVDA is calling those
controls radio buttons. Do you want to be able to check such control
statuses at a glance, or would you prefer having to go through item by item
and make selections just to make sure they're set the way you want them?

I don't know if this is intentional or not. But personally I see it as a
fix. All options are On/Off toggles and their status is voiced when I
hit the space bar. This is why I always thought the check boxes were
either an odd redundancy on Microsoft's part or a quirk in Window-Eyes
be it that they serve no real purpose. But it was never a big enough
deal to ask about. So I see them as easier to use now.
