This may not be the same thing, but from Dell, I got a keyboard with no numlock 
key.  The numpad was always numbers.
They are sending me a free replacement, but I tried to point out to them how 
important it is for visually impaired people to have a numlock key to use many 
of our screen-reader commands.

When helping another Window-Eyes client with setting up a new computer, I was 
not able to use the numeric keypad to navigate the mouse. The version of WE is 
7.5.4.1.
 
I was not able to find in the menus where this is turned on and off. In fact 
the hotkeys were all set up for their default values. When I used the key 
describer function 7 was being reported as the home key not home top left.
 
The keyboard does have a toggle to change the function keys, but this didn't 
change anything.
