Hi Vic: I know about that feature, The windows memorizer works when it wants to, or when it decides that you need it. This is because Windows Memorizer now contains an algorithm called Windows Decider. There is no hotkey to turn it off because that would counteract the functionality of Windows Decider. If, in fact, you were to create a hotkey to turn off Windows Memorizer, Windows Decider is programmed to completely ignore that hotkey or any scripting that you might do to try to interfere with its functionality.
