I just Googled: online convert OCR PDF and got a list of online services
that will convert scanned PDF documents to text, Word, etc.
I've never used any of these so I don't know how accessible they are or
if there's any strings attached.

You will need a program like Open Book or K1000 that can perform OCR on
the image file and convert it to readable text.
