When I installed Window Eyes 8.2 on my Windows 7 64bit system it did the 
same thing after I restarted and it loaded the apps. After rebooting once 
more I have not had it happen. In other words Window Eyes loaded fine and 
the screen was fine except for after  the apps loaded the first time after 
install.

No; this is an issue with Microsoft's Mirror technology that has been
around since the Windows Vista days. While it isn't as frequent under
Windows 7, it does happen from time to time.
