Without arguing whether one should do this or not, to my knowledge it is still possible to go back to IE 8 in Windows 7. However, rather than using the add/remove programs screen, you have to find the IE 10 update in the Windows Update History list. When you find it, press the Applications" key and choose the uninstall menu item, although it might be "remove" rather than "uninstall," I don't remember. My employer requires IE 8 so I've had to do this a number of times when Windows Update automatically upgraded, until I was able to hide that update.
