IE 7 is preinstalled on Windows 7. After SP1 is IE8.

But no matter what, you can downgrade to a lower version of IE if you choose
to. But just don't know how much can you go, maybe  IE7.

I don't think you can go back to IE8 with Windows Seven. I don't
recommend doing that.

IE 10 is very accessible.
