I have been experiencing a ton of WE lock-ups. Like you, I have to restart the computer to get WE to speak again. I have been using Windows 7 for a long time. The problems began when I somehow allowed automatic updates to update my Internet Explorer to IE11. I went backwards to IE9, but the problem persists.
