I'm using Window-Eyes in an html message right now (in Outlook), and I am
also able to read character-by-character, just like Mike).

After maximizing a window, the next thing I'd try would be to check the .set
file in use to see if it's up-to-date.  So, if those having this problem are
using internet explorer for instance, go into WE, the file menu, the factory
settings choice, and find the IE set file and it will tell you if the one
you're using is up to date or not.

Lastly, I'd be sure and reboot and try again.

I'm using XP and 8.4.  I went to the Bard website and used the edit box. 
I had no problem reading character by character.
