It's possible they're reading the source of the image (CLOSED 27282014.jpg) since the ALT attribute is blank. You can get this information from the Window-Eyes Element Properties dialog (Insert-E) when you have the "Speak graphics with no alternative text" verbosity option enabled. The ideal solution would be for them to put the text of the image in the alt attribute since they're updating the image anyway.

It's because the banner is an image with no alternative text. The alt
tag is there but it's empty, i.e. alt="". That's all they have to
change to make it visible to a screen-reader.
