To echo what these folks have said, it definitely is usable with Window-Eyes 
and Firefox or Internet Exploder.
  I just logged onto the site yesterday using Firefox.  I generally log onto 
the site using the IOS app, but since I had been locked out I had to call them 
and then log onto the Website to set a new password.  I didn't have too many 
problems.  You may have to enable JavaScript on the site if you have Noscript 
installed; I don't remember.  I did not use the Mouse simulation keys, but then 
again, I use the app to review my information.
  Being locked out was a function of my inability to remember the passwords 
from all of my various online accounts; it had nothing to do with poor 
accessibility.  I have however been locked out of the Outlook.com site due to 
the lack of accessibility, namely their audio capcha.

The Capital One website is absolutely accessible with Window-eyes.
Some parts are a bit tricky to navigate. I do use the mouse simulation keys a 
lot to get the site to function for me.
However, I check balances and activity on the site regularly.
