It isn't needed.
If you have advanced options enabled in the help menu, each item consists of two settings. The first is a global and program toggle button. If you set the button to global the second option you change will effect global settings. If the button is set to program it effects the current program. For example if I want the keyboard to say cap when I'm in thunderbird, I'd go to
keyboard/other in the tree.
I would tab once and would be on the capitalization alert global button, pressing space would toggle that to program. Then I would press tab one time and change the setting to "say cap" and press control-s to save the settings.
