I agree that entering in somebody else's credit card info on one's own
computer is not a good idea. But if the person has access to a computer and
an email account, he should be able to send the money without a Paypal
account of his own, unless things have changed in the admittedly long time
since I used Paypal to receive money.
Did they change the request payment function? I used to use that sometimes
when selling things online. The person would get an email from Paypal with
the request for payment and then could click on a link that would take them
to something very much like the checkout page of an online store, a secure
checkout page at that. Since all of the fees in such a transaction are
charged to the payment recipient, it was very simple for the person sending
money. All they needed was access to a computer somewhere that they are
comfortable entering in their debit or credit card information. They do not
need to be an expert user, the process was very simple and was quite
accessible. Again, this is all if Paypal hasn't removed or changed this
feature, but since many banks now allow account holders to send and receive
money to anybody with an email address regardless of whether or not they use
the same bank, I don't think Paypal would want to lose the transaction fees
they get from this feature just to encourage people to set up their own
accounts.
Of course, if the buyer has never bought anything online and isn't
comfortable with sending money this way or if he does not have access to a
computer somewhere that he is comfortable entering in his information, I
would say the check by mail is the best solution. entering in somebody's
info, most particularly to transfer a payment to oneself is just too much of
a potential minefield. It is unlikely anything would go wrong, but if
something does, it could get really, really bad.

webinar training session on the use with PayPal with a screen reader.
That's not a half bad idea, actually.
