Which key combinations depend on which languages are installed. By default, at the Library of Congress, to have standardized setups for catalogers in many languages, I had my keyboard going into Russian, Hebrew, Korean and others, due to right-hand ctrl-shift when I only wanted to read the title of current window. Had to have the IT folks disable all those keyboards. The exact key combinations and whether left or right hand depend on the languages involved. And Window-Eyes announced the language changes. It also got thoroughly confused when it shifted into a right-to-left language.

Sorry to arrest you twice here. First of all, the hotkey for changing a keyboard layout, is and has always been, Alt-Shift. I have never seen the Ctrl-Shift combo used for this purpose. Unless someone has changed it on your system. I have had several computers, running different flavors of Windows, and based on both English and locale versions. And as I stated, never hav seen anything but Alt-Shift being the standard hotkey provided by Microsoft. Note, that it is fully possible to change that hotkey, and if someone has done that on your machine, you may be right enough in your statements. Secondly, I am changing keyboard layout several times every week, and with the newer versions of Window-Eyes, it definitely announces the new layout activated. Seem to my memory, that this was not the case in old versions, but for at least the last few years, the announcement has been there. I even tested it right ahead of writing this message.
