Braille devices since the Braille Light have all had the enter key on the right. Partly I think because the enter key on a qwerty keyboard is on the right. Of course, so is the backspace, but that wouldn't have made sense to have both backspace and enter on the right, so they had to choose one or the other. The enter key is used far more, so I guess it won out.
As for the function keys, it makes sense to me to have the numbering go left to right, as Alex said. The only device that ignores that approach to function keys is the Pac Mate. I won't say anything else about that.
