Does the Control-Windows-S hotkey work for you once Script Template is running as a global script?
Learn Scripting comes up with an HTML page automatically whenever a new version is loaded for the first time. There is also a confirmation dialog that asks whether to continue loading the page automatically within the current version of the script. If you delete LearnScripting.ini, it should come up automatically again the next time the script is loaded. I'll be updating that one soon, however, after WE 7.0 is released, so may fine tune how it works.
