Brandon,

If you save the set file before you change the Keyboard Layout, your
speech settings will be preserved. When you change the Keyboard
Layout, you are commanding Window-Eyes to modify all of your set files
according to the hotkey definitions of whichever layout you choose.
Therefore, the set files already active need to be reloaded for the
layout change to take immediate effect. This is why your speech
settings are lost. Save the set file first.
