There are a couple of scripts that can help you.
The Toggle Punctuation Script by Jamal Masrui will let you change
speech settings with one keystroke, so that when you change the
keyboard layout, you can change your settings back to what you
wantjust by pressing one or two hotkeys.
Also, the Proofreading script, by Yours Truly will provide you with
hotkeys that will toggle settings such as Say Caps, Say Blank Lines
and a few others, and you can change those settings to what you want
after you have changed the keyboard layout.  The Proofreading script
also has a hotkey that will save all your settings after you are
satisfied with them.  You can find both of these scripts on Script
Central.
