ok, sorry Doug that I missed the two obvious answers, but here's what I came
up with:

the activesettings.screen.voice = false probably means even if they have
chosen a synthesizer, they aren't using it at the moment.

Also, the description of the active synthesizer found at
synthesizers.active.description = "None" means they definitely aren't using
a synth.

thought I'd put these out there for anyone else, rather than just say
"never-mind!"

There is no way to know for sure.  Just because I'm a braille only user
doesn't mean there is no speech being generated.  Maybe they don't have
speakers, maybe the speakers are turned down, maybe the sound is coming out
fine but can't be heard, maybe they have the synth set to none or just
disabled.  Bottom line, there is no way to know for sure.  Can you tell me
why you would need to know this?
