I don't know how relevant this is to the current discussion, but if
anyone's looking for ideas for a project of a respectable size, so to
speak, may I suggest a utility either providing a stand-alone
interface to the Spotify services, or a script making the experience
of uisng the mainstream Spotify software less painful?
Again, I apologise if this is way offtopic
but I feel that there's a great opportunity, a gap in the market, if
you like, for a GWConnect-style solution to the Spotify accessibility issue.

For ideas in .ini files and such I used them for my Cuckoo Clock and
Trek game program. It is used for almost every form of values from numbers
to text file names. I even write the list of commands used in the game to
the .ini file for those who wish a copy of them.
So, look at those 2 programs I wrote to get an idea of how to use the
.ini file. For I even use a procedure or function call to set values to and
from the .ini file.
The only fall back on the .ini file creation is you need to have the
latest versions of Windoweyes and the app writing functions to use it them
all the time.
