Unfortunately this has never been the case.  We should be using
government to protect society from the morally reprehensible.  Crime -
> Laws -> Punishment.  We do not do this correctly though because
government is no longer powered by the people for the people.  Its a
flawed system.

Its great that Donna is doing what she is doing.  It will have an
impact though it may be small.  Like most things that involve the
political system I fear that there will never be an answer or that
there will never be the means to finally end the problem.

Based on the quote above we do not live in a "free society."
