Quite up to date under those circumstances. Philadelphia was THE modern city of the time, and residents of the eastern seaboard prided themselves on being just as civilized and advanced as any european city, if not more so, given the 'Great Experiment' of democratic government going on in America. European fashion publications could be had in those cities with a month or two of release. Trade and travel across the Atlantic was thriving. Factory production of textiles in America had just begun in 1814, so you're still importing 99% of your fabric from Europe, but it's cheap. After the 2nd War of Independence ended (1812) all kinds of goods got dumped cheap, because they'd been hoarded during the conflict. So yeah, no excuse for a lady to not have the latest and best fashions.
