It's a hood, or medieval hood. Sometimes it's called a lirpipe (sp?) if there is a long tail hanging off the back of the head. Though that term mutates to mean a (usually man's) rolled hat with a tail hanging down. If you need a pattern Medieval Miscellanea has an easy one. If you want a very period pattern the pattern chapter of the Museum of London _Clothing and Textiles_ has one.
