I like the idea that girls selling bread in the market place would  carry it 
in baskets on each hip, and throw their petticoats over the baskets to  keep 
them protected....thus the name Pannier ["pan" is French for  bread]
 
But it is true that dome shaped hoops are seen early, like in the 1730s and  
at court they become very elongated and wide to display the unbelievably  
incredible embroidery on court mantuas in the 1740s and 50s. The style gets its 
 
best proportions in the 1760s [the style you most often see....like in films  
like "Dangerous Liaisons"] but starts to wane then so that they are old  
fashioned....or reserved for evening wear [and court] ...by the late 1770s and  
80s.
