Hey, if that is the only thing they have to worry about, they should be
really happy.  They have room in their jails for dress-code violations?

The main reason people started to dress like that was because you can hide
an amazing number of weapons that way, not because its "sexy".  Most of the
kids who dress that way are not hiding anything.  They are dressed that way
because its cool to look like a "bad boy".
What's new.

Think about it...
And what did you wear when you were young that horrified your parents?
And what did your parents wear that horrified your grandparents?
And so on...
Its the generation gap.   We always think the next generation is indecent.

As awful as it looks, fashion should not be illegal.  Now, if it based on
possible concealment of weapons, that could be a different story.

Although, I have always thought people should need a permit to wear
spandex.  :)
