Threads magazine has had a number of articles on making stretch active wear 
pants.  If I remember correctly, this one actually shows you how to make your 
own pattern sloper.  You can get a copy of the articles via interlibrary loan 
if your own local library doesn't have the magazine...

The articles usually have fabric source information as well.  I know you can 
buy this stuff online.

  Finding fabric with enough stretch *and* some cotton content is a chore from 
  local sources, but the bigger problem (no pun intended) is that I need to 
  size it up.  The pattern is basically two pieces, plus the waistband.  The 
  main pattern piece is shaped like a fat wishbone or Y.

  What is the best way to add some width to the pieces? The wearer will 
  probably need additional room from calf to waist.
