Try cutting it on the bias for some stretch.

Finding fabric with enough stretch *and* some cotton content is a chore from
local sources, but the bigger problem (no pun intended) is that I need to
size it up.  The pattern is basically two pieces, plus the waistband.  The
main pattern piece is shaped like a fat wishbone or Y.

What is the best way to add some width to the pieces? The wearer will
probably need additional room from calf to waist.
