I planned to flat line everything in black and line the bodice. Do you
all think the skirt needs flatlining and lining?

Unless it was a sheer fabric (and sometimes even then) late-1870s/early 1880s dresses were usually fully flat-lined. If you are draping trim all over the skirt, the flat lining will help support its weight. However, you do not need to flat-line _and_ line the skirt. These styles run heavy, so don't add more weight than you have to.
