Not necessarily there were those of well to do families that kept up with the fashions of the time. For the Titanic era you are looking at the 1910s, specifically 1912. There is at least seven years (if not more)of a fashion change, so I do not believe that she would be wearing something from the 1912s at a 1927 ball.
