As far as I know, women wore hose under their skirts winter and summer. They were just above knee length and held up by being gartered just below the knee. Incidentally, men's chausses weren't generally tied to the braies either-- a belt or cord held up both the braies and the chausses. That doesn't necessarily mean that women didn't wear braies, though.
